Are you referring to the Cisco Business Wireless Access Point Controller? If so, the Cisco Business Wireless AP Controller is free and does not require a license.
However, if you are inquiring about the Cisco Business Dashboard, an installation includes licenses for up to 25 devices. For any devices beyond this limit, additional device licenses must be purchased.
Functionality remains the same regardless of whether you have a paid license or not. However, if you exceed the 25-device limit without buying sufficient licenses, the Cisco Business Dashboard will operate in a read-only mode.

The license is held in your Cisco Smart Account. Once you obtain the license, you can refer to this document Cisco Business Dashboard License Activation to activate the license in your Cisco Business Dashboard.
Regarding the purchase and addition of the license to your Smart Account, I recommend contacting the support team and opening a case. The contact numbers for support can be found at Cisco Support.
