expressway cucm v.14

i did not find the expressway C & E  after configuring the CUCM v14 licenses on the flex plan 3, as they are not mentioned in the configurations with zero cost also , could anyone help? 

another related question :

i also find the expressway licenses (the RMS, room & desk) as add-on with extra cost as before ,but when it comes to the C & E he asked me to choose the classic model however i have e smart account so, is it compatible with my smart account license management ? please help

Expressway requires Smart Licensing as of x14.1. This is a Cisco-wide mandate of every product.

RMS and device registration are the only license left under Smart Licensing; the previous option keys and their feature enablement are no longer needed.

AFAIK device registration is not free under Flex; CUCM is the preferred on-prem call control agent.
