I have multiple CUCM clusters with multiple Expressway in different regions of the world. At the moment when a Jabber user from external does a directory lookup they only see users in the home cluster because of UDS and the directory is limited to each region. My question is if I enable ILS (Intercluster lookup service) between the cluster will the Jabber users be able to see all the users in other regions. I do have all the IMP servers peering to each other. Internally Jabber users can see all users from other regions.

No, ILS just imports call routing info, it does not populate the directory.
most likely you're using EDI internally, you would need to use 11.5 + x8.9 to enable LDAP search over MRA, or sync all your users to each cluster so they're available via UDS

Jaime is correct (+5), easiest solution is to simply add additional LDAP syncs to each cluster that will bring users from other domains/forests into each cluster so that you can find all of the contacts. You will want to ensure users on their own cluster have the Home Cluster checkbox checked in order for ILS to work correctly.
As Jaimie mentioned in latest versions of CUCM, Expressway Cisco introduced Cisco Directory Integration (CDI):

Just a small clarification, UDS is still the only supported directory source under MRA.
