Push button analog phone with cucm 12.5

I have a requirement dial push button elevator emergency analog phone dial to Police Department. I am using VG310 and CUCM12.5; Analog lines are using as router pattern in cucm. When I press push button, I only get dial tone and does not dial to a number. Any idea or related link how can I configure Push button analog phone to dial a certain number?

Either you configure PLAR for that device in CUCM, or you check the manufacturer doc of the analog phone on how to configure to dial a specific number if the button is pressed (if that is supported by the phone at all, but you have to check the manufacturer doc for it, this has nothing to do with Cisco in general)

Unsolicited advice: keep elevators (and fire/alarm panels) off your PBX. Elevator inspectors often press the call button and will issue a fine if it doesn’t connect successfully within a set amount of time. Having it on the PBX means that you’re at fault if it doesn’t work. Or worse: a legitimate issue and it doesn’t work leading to litigation.

Always as well the possibility to change something requiring upgrades. I believe ASME/NFPA one of the two recently changed to require two way communication and visual of the car. It's the runtime and supervisor requirements that get me.

With regard to those type of phones/devices, depending on the manufacturer and age:

- maybe it wants a PLAR, maybe it just died when line voltage went away and programming left. Some require batteries

- some may be configured for a different voltage for detection or are sensitive to something that outputs 36V instead of 48/52V

- may be looking for a different type of start, tone, etc.
