I don't recall which version it happened in, but Jabber for Windows changed the way it was handling video cameras. This broke the virtual camera driver I used, causing the video to appear garbled. Somewhere between there and where we are in 14 today, that stopped being a problem. Perhaps the way that the snap camera presents itself to the platform has an issue with however this has changed.
Jabber 11 is no longer supported, are you able to try the latest 12.9/14.0 releases? That's be the best I can recommend, but at least with those versions you can attempt a TAC case to see if they'd be able to support this issue.
