Spark Hybrid Call Connect unable to create CTI Remote

We are working on deploying Spark Hybrid and if we have the call connector setup to automatically create the CTI Remote profile we get the following error when provisioning a user:

Call connector is unable to create a CTI Remote Device in Unified CM.

If we set it manual and create the device the message changes to the Spark SIP URI is assigned to a different user.  I have rebooted/disabled/enable the connector several times.  Call Aware shows Activated for the user...

Does the user you are assigning the RD to have mobility enabled on their end user profile?
