Ayodeji Okanlawon, a Cisco Designated VIP, is the Lead Consultant Engineer for Global Solutions Design and Engineering at Verizon Business. In his past, he has worked at Intact IS, NCS Global, and Schlumberger Information Solutions. His experience includes development of design and deployment of large scale IP telephony projects on Cisco Call Manager platforms, Cisco Voice gateways, Cisco Jabber cloud and on premise solution. His expertise includes SIP solutions, CUBE design and Deployment, Troubleshooting: Voice gateways, CUCM, Unity connection, CUPS. Deji has been awarded the Cisco Designated VIP in 2013 and 2014. Deji holds a Bachelor of Science (BS), Electrical and Electronics Engineering, Second Class Upper from Obafemi Awolowo University.

I got a response to my email from cisco....

Cisco has taking down some of the documents on their website due to some customer complaints about sensitive data. They are working on making this available very soon.

Can you please help me to find the problem we are having with SIP out bound calls getting busy tone.I have gone through the Logs and found below Error

SIP Call Receives 489 Bad Event Message

Problem SummaryA 489 Bad Event message is received from a Unified CM or Proxy Server when a SIP call is made.
Error Message489 Bad Event
Possible CauseLogs indicate 489 Bad Event messages are being received from either the Unified CM or the Proxy Server. This event is used to indicate that the server did not understand the event package that was specified in the Event header field. The problem is that Key Press Markup Language (KPML) is trying to be used, and is currently not supported in Unified CVP.
Recommended ActionThe solution is to only use the inband Dual-Tone Multi-Frequency (DTMF) method setting (RFC 2833) on the SIP Trunk that is associated with the Unified CM or the SIP Proxy Server. This is done by selecting the last checkbox on the SIP Trunk configuration page of the Unified CM Administration page.

For the 489 bad even error, it looks like you have enabled presence on the sip trunk to CUBE. The logs show that CUCM is asking CUBE to subscribe to presence. Please uncheck (Accept presence subscription) and reset the trunk.

Try this and see it helps. I didn't see the call fail though. The call seem to connect ok.
