Are you asking about making outbound Toll-Free calls? You simply create route patters to allow these calls to route specific desired route list --> route group --> trunk/gateway.
If you mean something else, please elaborate.
What country is this at?

Technically you are not configuring the toll free numbers in your CUCM. You are pointing the callers to dial to that number. Your ITSP will have the toll free configured. In CUCM you have to create Route Patterns, Associate the RP With Route Groups & Route Lists.
Hope this Helps

As Ratheesh mentioned, you have to contact your provider to get a toll free number. if you know the toll-free number format, then you should create a route pattern with that TFN or TFN wild cards.
Configure router pattern and assign a partition
point the route pattern to RL/RG/End device (Gateway/Trunk) [assuming you have a dial peer to your provider network]
allow this route pattern partition on the ip phone to access the route pattern from their phone.
