When I just tested this on UCCE CUIC, and I ran as as a user who had that, while they could see Assign User Group, they couldn't make any changes, it is grayed out. If they can't make any changes, is that enough of a fix or you're concerned they'll see something that they can't/shouldn't see or something?
Correct, the user can see and access the Assign User Group page, but cannot make any changes. However, he should not see the information about the configured user groups.
I don't think you can do what you want. I just tried it with a general user, no special role, etc., and if I do a run as of them, they still can see themselves, and go to that screen. Again, they can't do anything, but they can see it, which sounds like what you don't want them to be able to do.
