When I call outbound I cannot be heard , I have restarted application doesn't help I have a error message that says connection to phone service failed

What application you are using here ? webex or jabber ? Need more details here. What's the setup ?
If then, try generating the report for analyze.

Provide details of your applications, hardware your call flow etc..
