I can't edit the reports with the administrator account

Please help, I have tried to edit and create reports, but the option is not enabled, the admin account has the permissions to edit the reports, thanks.Capture.PNG

Actually, there is no Copy feature in that UI; however, there is a Save As feature which does the same thing, and as we can see in the screenshot, it's grayed out. I wonder if the cause is that they're using Chrome on the old UI, which was never supported. They should try in a supported browser/configuration first.

Do a copy of the report and edit that copy.
