Internal and External act differently on UCCX Call Redirect to external number

I have a UCCX script that based on a menu option, transfers the caller off-site through a toll-free number.  This is a simple "call redirect" step.    When testing the script internally, meaning I call it from an internal Cisco handset, it works flawlessly.   When I call the script from outside, dialing the PSTN DID associate with the script trigger, it fails every time.  Call the same script from an internal phone, works flawlessly?

It is more than likely you have a Calling Search Space issue.  Check the inbound gateway CSS as it may be limited and unable to dial back out.  The fact that you can call the script internally and it works, indicates that the script is working.

Sounds like you may be using Standard Local Route Group routing on CUCM and SLRG may not be assigned to the ingress voice GW thus not allowing the call to be redirected.  Review the Route pattern being used for this call flow and identify if it's pointing to Route List that uses SLRG, if so you'll need to add SLRG to the device pool of the ingress GW.
