Hi all,
There is a strange issue that IP Phone Agent does not show up on Cisco 9951, it worked before. Confirmed with other agent IPPA is working on Cisco 9971. Actually, IPPA is subscribed on the phone and associated with service url button, however, it is not showing up on the phone screen. Restarted BIPPA service with no luck.

I might be misunderstanding, but that phone model isn't listed on the compatibility matrix for use with Finesse IP Phone Agent? So even if it does work, it wouldn't be supported by Cisco if you have an issue?

The issue is caused by Extension Mobility and fixed already. Thank you guys.
