I am going to be upgrading my UCCX system (HA version) from 8.5.1 SU2 to 8.5.1 SU4 in preparation of upgrading to UCCX 10.6 in a month. I know I need a new license to go to 10.6, but do I need a new license just to upgrade in the same version number?

You do not need the license at all to upgrade on the same train. In your case, upgrade is from 8.5(1) SU2 to 8.5(1) SU4 so the train is going to be the same i.e. 8
Licenses are only required when the train is going to be changed i.e, from 8.x to 9.x or 9.x to 10.x etc but no licenses are required at all whatsoever when the train is going to be the same.
Note : 8.0 to 8.5 and 10.0 to 10.5 are also considered to be the same train. So ideally, the train refers to the first number of the version

Do you have a SASU style Cisco maintenance contract? If not, what type of maintenance contract do you have at the moment.

We do have a full maintenance contract. ESW is paid up and all. I have used PUT to get the software for the 10.6 upgrade and need to get the license for that soon.
I can get a license and that should not be a problem, but if I do not need a new license file when I install SU4 that will make life a lot easier. Do I need a new license file for the SU4 install since it is a minor upgrade?

I'm not sure, but my expectation is no. It should just go over the top.
Perhaps double check by opening a case with TAC. Especially since you have a more complex HA configuration.
