Is there any best practice on how frequently REST API can be used to feed the UCCX Outbound Dialer campaign records during the day?

For e.g., the customer has been using REST API to feed records every 10 minutes.

Is this okay? is there any limitation on UCCX 10x. on how often it can accept records from REST API for Campaigns?

There is no specific limitation on how often UCCX can accept records using REST API.
