My environment is CUCM 9.1.2, ICM 9.0(4).
I have 2 CUCM cluster. (Only 1 cluster is integrated with ICM 9.0(4). The other CUCM cluster is just for office user as IPT)
CUCM Cluster A: Contact Center CUCM cluster
CUCM Cluster B: Office CUCM cluster
1) A Cluster Extn 1 ==> A Cluster Extn 2 ==> 2-Step Transfer to external with oubound prefix. : Successful
2) A Cluster Extn 1 ==> A Cluster Extn 2 ==> SingleStepTransfer to external with oubound prefix. : Successful
3) B Cluster Extn 3 ==> A Cluster Extn 1 ==> 2-Step Transfer to external with oubound prefix. : Successful
4) B Cluster Extn 3 ==> A Cluster Extn 1 ==> SingleStepTransfer to external with oubound prefix. : Failed
CUCM Clustser A and Cluster B is connected with SIP trunk.
For "4)" case, ctios client log generated below message:

can you also take the SIP trace, please?
Second, take a look at the UseRedirectAddressSearchSpace registry setting on the PG's (more details in the ICM 9 Config Guide plus take a look at this post).
