Does anyone know if IP Communicator is still a valid product in UCM 9 and if it is still an option for home based agents in UCCE 9?

Yes to both of your questions.
I could add a CIPC in my lab CUCM 9.0 & also UCCE 9.0 Comp matrix has CIPC under " IP Phone Support " table.

For your information,
according to the release notes, IP Communicator is not supported for remote agents in UCCE 9.0(1)
From the release notes:
"Cisco IP Communicator (CIPC) is not supported for Mobile Agents."
