Using Cisco UCCX as a managed Contact Center

i would like to know what is needed to make cisco UCCX/UCCE to be able to handle 25 different companies contact center e.g License, gateways, E1 cards, and any other resources needed.

You should probably look into Cisco HCS option:

Hello Chris,

We dont intend to use a hosted contact centre online, we want to have all the infrastructure in house.

Cant UCCX/UCCE  handle this?

No mult-tenant support on CCX, UCCE has hosted variant, though I am not sure if it's still being sold.
