WebEx Contact Center User Profile Module Settings

Our contact center manager recently reached out to me about enabling whisper mode on the user profiles that the agents are using. When I go into the profile and select module settings the All button is greyed out  and I'm a full admin, I wanted to know is there a way to get this enabled.

What happens if you try (just as a test) to give them access to Call Monitoring which I think whisper coaching is under.
Also, are you a full admin or a partner admin, as you can run into cases where the partner admin is restricted from doing some tasks, even though it isn't always documented.
