6921, Dial on handset pickup error

Some users got used to dial in following manner - they enter number on dialpad and then pickup headset. After 7911 phones been replaced with 6921 this technique doesn't work anymore. After picking up headset phone complains about reaching maximum nuber of calls per line, though there was not active calls at all.

CUCM System version: 7.1.4.10000-4 Unrestricted

Phone load SCCP 9.2.1.0

Any ideas?

It sounds like this bug;

CSCtq45335 - on-hook dialing failed when maximum numbers call is set to 2

Description

Symptom:
The 6921/6941/696/6945(SCCP 9-2-1-0) cannot make a call  with off-hook.
the massage "Unable to create a call; the maximum number of calls for this line has been reached..."  popped up
reproduce steps:
1. Dialed number with on-hook.
2. Off hook
3. can not make a call, I can see the dial-tone.
Conditions:
Only occurred on 6921/6941/696/6945 SCCP 9-2-1-0
Workaround:
In  CUCM 8.6 and later, configuring maximum number of calls to 3 under  phone's line page can avoid this issue. Prior to CUCM 8.6 there is no  workaround available.
