Adding VAD to a CUCM Trunk

I am not experienced with the CUCM call manager in our test lab other than setting up some simple routes and modifying whatever was already configured on it by our previous engineer. This is not a live system, but just a test platform that is used for our programs Asterisk SIP trunk to connect to. Everything G.711. is Here is a simple diagram:

There are also two 7911 phones hanging off of the CUCM.
We have a requirement on our Asterisk side application in which we require either comfort Noise to be provided to us when no one is talking or just a quiet stream of RTP packets so that our internal VAD can detect no voice. I can go into the CUCM and configure the phones to use a SIP profile with VAD enabled. If I check the phone, I can see VAD enabled. When I use the phone and am not talking I see CN packets come into our Asterisk server. Perfect! If VAD is off I see a stream of Quite G.711 packets with a lot of "EF" or if muted "FF". Perfect! Our system acts normally.
The issues are arising when System 2 (From a different company) is sending us voice packets until they stop talking, and then there is just no more RTP packets. No CN, no Anything. Our system locks up on this.
I noticed that VAD could be enabled on a Trunk. If my understanding is correct, CUCM could add VAD to the truck by applying a SIP profile with VAD enabled. This would cut out any dependency on System 2 configurations. I have tired this in the lab but have not seen any effect.
Is this possible to do, of is there any other functionality that CUCM can provide external to System 2 to allow comfort noise?
