Try adding this CLI command on your VoIP dial-peers:
fax rate disable
I can't remember why, but it solved my fax issues every time.

Hi Slavik,
I tried to googled around and see other people configure fax rate disable when they are using pass through. Can i check which protocol are you using ??
Currently i am using t.38 protocol. I am putting this fax protocol command under "voice service voip". Should i put it under the incoming and outgoing dial-peers instead ? please advise.
Thank you.
