We figured out that BAT will not work as we are still running version 11 of CUCM this causes the "String index out of range: -13" error to appear. Thank you all for the replies

You can use BAT, depending on the specific setting, you might be able to do it in one job, or might require multiple if it's a model specific setting as you'd need to do one job per phone model.

java

if this helps, please rate

Specify the settings you would like to apply in bulk, and we can guide you. As @Jaime Valencia  mentioned, CUCM has options to do the settings in bulk.

We want to apply wireless headset hook switch control to all our devices.

As wireless headset hook switch control is a model specific setting you'd need to run a batch query job for each of the models of devices that you'd want to set this on.

What we have tried so far in BAT did a phone wiery for device type contains 7841
Clicked next
Checked apply config instead of dont reset/restart phones/ apply config
Checked the box for wireless headset hookswitch control
Toggled it to enable
Checked run immediatly
Clicked submit

This did not work and the setting was not enabled
