BLF is not working on third party SIP phone

Good morning,

Unify third party SIP phone Openstage 15 SIP registered on CUCM 12.5 doesn't subscribe. CUCM reject the request with code 403 Forbidden and the message "Dialog package not licensed".

Is there a way to make the CUCM accept the subscription request from this SIP device and make the BLF work?

The only shot-in-the-dark guess I can offer is building it as an Advanced 3rd-Party SIP device type instead of Basic. I’m doubtful that will work though because the only distinction I recall the documentation drawing between the two are video SDP and multiple lines; no mention of BLFs.
