Bulk Certificate management will be the best option.
For itl removal Turn on the Prepare Cluster for Rollback to pre 8.0 on source cluster and then move the phone to the new cluster.

You don’t need to delete the ITL when migrating between clusters.

The phones have to be registered to a cluster to do this in bulk with Uplinx or another tool; the commands are sent to CTI Manager which the. Relays them to the phones through RCC which is exempt from the phone SDK and auth URL. Even if a license expires it should not unregister phones, just block changes to the admin UI. And for that, you can reboot the cluster to get write access restored for 24 hours.
