Hi ,
Can any one confirm if call forward all will not work from line 2 from phone in CUCM version: 8.5.1.11900-21 also and only the way to of call forward all is still ccmuser web login and setting call forward.

Yes, that's the expected behavior.
You can only CFA the primary line.
