Hello,
I would like to get some clarity on the TRAI regulations in India. We know that, we cannot forward a call originating on PSTN in India to a user outside India using VoIP. My question is: can we forward a call originating in countries like US or UK with no telecom regulations to India over VoIP?

You can only if call is pure IP to IP. If the call has been originated on PSTN in other country and forwarding to India on IP, this should not be allowed as still this is revenue loss to local Telco.

Thank you for your inputs. I'm really confused about the regulations. Now comes my second question: Why do we need OSP license? Does an OSP enable us overcome all of the restrictions? It's something I have been trying to figure out for a very long time.

You're not the only one confused with regulations despite of the fact that regulations are not very neat and clearly defined.
Please check the following document for OSP and it seems what you're asking should be allowed;

I presume transferring call through PSTN is allowed scenario. Could you please shed some light on this matter
Call originated from Mobile number[Pune] landed on reception in Bangalore. And transferring the same call to an international number via PSTN[Via PRI Bangalore]
