I'm not sure that's CUCM, does the call actually hit the GW??
My guess is you're not sending the call setup to telco's liking.
What does a debug says about the call?

As you are using SIP GW, you can expand the number using translation rule in GW.
also, you can do Called & Calling party transformations (discard digits, prefix & mask) in Route Pattern & Route List level in CUCM

Is internal call working? (inside the local network)
If everthing is fine, do a close look on CSS
Thanks

Arnold, is you using PSTN for calling out, are you created route pattern, etc.
And what you hear when you try to make a outgoing calls

Hi,
It seems that there are not matching route patterns defined in the CUCM.
Can you please check whether any route patterns are created.
Thanks

Hi Arnold,
As suggested by Mahmood and Nadar, also check for PArtiton and CSS on IPphone from which u are making calls.
Also, check in Route Pattern for Partiton.
Just to simplify, make Route Pattern, CSS,Partiton as None and check.

based on the error message, it seems issue with CSS/Partition. Please check the partition of the RP is included in device/line css of the phone

Is the CSS and partition are configured properly?
is this a MGCP or H323 gateway?
is MGCP-GW registered with CUCM?
