On one of my PRI's we have a few numbers assigned to dial in. One of the assigned numbers is giving us the error "Your call cannot be completed as dialed, please check the number and try again - Zero Zero Four T". All of the other numbers are working. The phone company is saying our phone system is rejecting the call. To my knowledge though, if our phone system was rejecting the call, I should be getting a call manager error. I think the phone company is wrong, but I dont know how to prove this. Does anyone know?

This does sound like CUCM annouciator error. Can you capture "debug isdn q931" debug for this call?

The error I stated above is the error I get when I dial the number from an outside line.

Understood, still possible if nothing matches within CUCM.

The advice Chris gave you is the best way to troubleshoot this problem. You will be able to see if the call gets to your gateway and, if it does, the reason why it is not getting through to CallManager.
The links below will help you to use the debug q931 feature
