I have UCM 8.6 cluster with 1 Unity Conn 8.6 server.
When somebody external calls in, it goes to the system call handler and prompts caller to input extension, or last name first name etc....
However, if the caller inputs an extension that does not have an associated mailibox in Unity Conn, Unity does not recogzine that extension as valid and call fails. If I create a voice mailbox for the same user/extension, Unity Conn properly routes the call. I am not able to figure out what I did wrong to cause this. Isn't it that the Unity Connection should route calls to the UCM phones even when there is no associated mailbox?

You have to allow unity to transfer calls to extensions that are not associated. Edit the call transfer rules. Please read the guide below for more information.

Hi,
You need to configure Caller System Transfers along with editing the routing rules.
For example, in your scenarion you can configure a call handler greeting to allow callers to transfer to numbers that are not associated with Connection users or call handlers. Please refer to:
