Check for overlapping in your dial plan.

Check for overlap in the toute plan report or runaa Dialed number analyser(DNA) for the dialed number. That should pretty much give you a fair idea of the way CUCM is routing your call.

Hope that helps

Do you get the delay when dialing from SIP Phone?

If that is the case, are you using dial rule for SIP Phone? If no, then you need to use KPML. Otherwise you'll get delay because Phone will wait to finish the dialing.

Here is how you can configure dialplan

I think you are using NANP (North American Numbering Plan) in your Route Patterns so, if any dialed number start with “1”, CUCM will follow the E 164 standards of NANP i.e. (1 706 236 4455).

if yes, recreate your Route Patterns and rate the helpful post
