Caller ID hex string sends wrong length

Hello.

I've run into an issue with Caller ID only sending 10 digits. I am using a 2811 with a VWIC 4FXS analog and 12.4-24 T4 IOS.

according to  'debug vpm signaling' the tx calling number shows correctly, but the Caller ID hex strig sets the length to 10:

.Feb 24 13:42:34 EST: [0/1/1] set signal state = 0x0 timestamp = 0

.Feb 24 13:42:34 EST: [0/1/1] htsp_set_caller_id_tx calling num=66555650063 display_info= called num=3434

.Feb 24 13:42:34 EST: [0/1/1] Caller ID String 80 19 01 08 30 32 32 34 31 33 34 32 02 0A 36 35 35 35 36 35 30 30 36 33 08 01 4F 5F

.Feb 24 13:42:34 EST: [0/1/1] htsp_set_caller_id_tx_time Caller ID:FSK_DURING_RING

.Feb 24 13:42:34 EST: [0/1/1] htsp_start_caller_id_tx string length=28

.Feb 24 13:42:34 EST: htsp_call_bridged invoked

The call is coming in via IP using H323. Pertinent config:
