I have a CallManager cluster 7.0, of which one CallManager fails, how do I phones that are registered with the CallManager failed to pass the register with other CallManager

You need to put the phones in a Device Pool that has a Call Manager group that has more than one CallManager in it.

 

(Oh - and make sure the CallManager process is running on both servers too)

If CCM process is not running on a server, it won't even be listed in the CUCM group options.
