Calls to external number going straight to voicemail

I have an odd issue.
If, from extension 7971, I call externally to 9-555-123-1111 the call goes through fine.

If, from extension 7971, I call externally to 9-555-123-2222 the call goes straight to voicemail.

If, I mask 7971 as a different number, the call to 9-555-123-2222 rings normally.

Can this be caused within CUCM itself?  I would think that if the call connects, it's beyond the control of CUCM.

Correct, that's beyond your control, once the other side accepts the call, it's on them to route the call.

If they have some call routing that matches your calling number and your called number to do that, nothing you can do.
