Can I create a login for CM that will restrict access to certain areas?

yes and no. Please lookinto the administratin guide. you can create users with different roles. They come with pre build roles just like your pc admin, guest, and super user.

what you're looking for is MLA, you need to add the user to a group and assign roles to the group

think of the roles as the access permissions, you can enable only view access or allow changes
