I'm trying to block all PSTN calls except for some people, below is my config:
I want to block outside calls when user enter 0
but when I test it all user are allowed to make PSTN calls?
any help?

Did you configure COR LISTS?
Take a look:

Your after hours block pattern is 90, so it would not match when someone dials a 0.

Also as Leonardo wrote, you could do this with COR.
