Codecs in Regions cannot be found in cucm. Please see screenshot attached. Where it is? Thank you

You are looking at the wrong part of the page. Also please note that you don't actually set codecs in regions, you set maximum allowed bit rate for the codec selection. It's not the latest version, but you'll get the general needed information from it to understand regions and audio codec preference lists.

It looks as it should in your picture. That’s how it looks in current versions of CUCM. Have you read the document I referenced, it outlines how regions and codec preferences lists works.

You are in the right place but like @Roger Kallberg mentioned, you don't configure codecs, you set the maximum audio bit rate. This is how it works..
To allow two regions to use G729, set the audio bit rate to 8kbps,
To allow to use G711, G722, set the max audio bit rate to use 64kbps.
Note that when you set the max to 64kbps, G729 is also allowed over that region because cucm will allow anything codec with the bit rate upto 64kbps.
The audio codec preference list helps to influence which codec you prefer for a particular bit rate...
Eg when you set audio bit rate to 64kbps, it supports multiple codecs ie G711a, G711u, G722, iLBC, G729..etc, you can use audio codec preference list to determine the order that the codecs will be advertised during media negotiation.
