When my phone is registered to the Subscriber, I cannot reset the phone from CCM Administration.
When my phone is registered to the Publisher, I CAN reset the phone from CCM Administration.
Anyone have any ideas what could cause this?

That looks like a DBL (Database Layer Problem)
Could you please verify that there are no different versions installed (ie PUB 4.1(3)sr5..Sub 4.1(3) flat)
Check SQL replication
Restart DBL Monitor service in both
Check again and let me know

Pub CMv5.1.2.2000-3
Sub01 CMv5.1.2.2000-3
Sub02 CMv5.1.2.2000-3
I connected to the Pub through SSH and performed the following:
utils dbreplication status
file view activelog [filename]
I compared the rows on all 3 nodes and they were identical. Is that what you meant by checking SQL replication?
I have not restarted the DBL Monitor service yet...is that service affecting?

I'm experiencing this exact same issue after an upgrade to 6.1 ... Was anyone able to find a resolution to the problem?

Again check your db replication status you can do this from RTMT under DB Summary, make sure the status of each server is 2. Another quick way is to use Unifed Reporting and check the DB Status there.

Currently having the same issue. DB replication is fine. CM version is 6.1
