We have had ongoing issues with not being able to send/receive faxes reliably since we've installed this new phones system (previously we were on a Nortel system).
We are trying to fax using HP 4345 MFP, HP 3035 MPF, Richo MP 171.
Often faxes fail to send with a remote disconnect error or when we receive we only get about 1/2 of the page.
Where do I start looking first? Is it the ATAs, CUCM, Voice Gateway or a combination?

You are most probably getting slips on the ISDN, do a show controller T1 see if you are getting slip seconds
I would add the following to router config
" Network-clock-select 1 T1 0/0/0"

I added the network-clock-select command. I haven't seen anymore slip errors since but I'm not sure how much activity is on our phones today.
I also found that my ATA devices were configured for T.38 but the gateway was configured for pass through. I updated the gateway to use t.38.
