I believe you are looking for the GUI page to restart the services. if yes You can find the services from CUCM serviceability page.

is there any dependency for cdr service . I mean do we need to stop any other service before restarts

Not really required to stop other services for restarting the CDR service.

There are related services under feature services , do we need restart this also
Cisco Unified Serviceability > Tools > Control Center - Feature Services
restart CDR Services
Cisco SOAP - CDRonDemand Service
Cisco CAR Web Service
