Is there a way to dynamically route a callback from the caller ID (ELIN) CER when 911 is called back to the DN that called it?

Not sure if I understand your question, but that’s what CER does AFAIK. When someone calls 911 that call is passed through CER that sets a calling number that is based on the location and if the emergency service calls back the call goes again through CER that has a record of the actual caller calling number and connects the call to the original caller.

I am also not sure about your question, but the other thing you might be referring to is the callback from the PSAP to the ELIN and having that call ring back on the DN that placed the 911 call. Here is reference information for that:
