I am trying to set up my voice mail on my Cisco 7941 Phone and when I push the message button it automatically dials 4999 which is voicemail and tells me the number I have dialed is not in service.

What system? CUCM with Unity Connection? CME with CUE, other?
What is the exact message, as depending if it's coming from Unity it could mean you do not have mailbox configured or configured incorrectly, or if coming from CUCM Annunciator would indicate routing issue on CUCM.
