Hello cisco IP phone which is provisioned through CUCM gets incorrect time.
The time looks like adding 4 hours to standard time, for instance, our local time must be 18:00 PM but phones showing 18:00 + 4 hours.

Thanks for sharing, did your schenario involved CUCM version upgrade?

@George Sotiropoulos no involved to upgrade but involved some server resource problem then CUCM pub and SUB get out of sync.
1. Our servers had resource problem and then NTP bug came.
2.IF NTP are not correct PUB and SUB got outof sync.

I've got same issue now. Did you use PCD (Prime Collab Destroyer) to upgrade your Sub?

I had a same situation. actually your posts inspired me to try few things. this may help for interim solution
I needed EST
It was kind of Crazy. Randomly I tried Colombo time zone it worked perfectly.
So i tried few + and - GMT's nothing worked.
-1hr, +1 hr even did not work, I tried many.
I tried NY+ time zone (GMYT-5:00)America/New_York+). It worked perfectly
My system System version: 12.5.1.11900-146
8851 phone load sip88xx 12-5-1SR3-74
7811 Phone load sip78xx.12.5.1SR3-74
7965 Phone load sip45.9-4-2SR3-1S
