I have an ISR 4331. I am replacing a 2901 with CME. I don't understand enough about what has changed. Do I have all the licenses and hardware necessary to control 10 phones on this router? 3 POTS incoming with 10 out. I had a nice GUI interface with the ISM on the 2901, I don't see where or how to configure that. The commands all seem different too. Can anyone point me in the right direction? I promise I have google'd and researched everything I possibly could before turning here. I'm stuck.

3 DID's the rest will be Extension only.
I had CME on the old one not on the new one yet.
Can you tell me what package I need in the downloads for this router. Is it Cucm or cme? That is a little of where I am confused.

I didn't see the version 12.1 until I went back and looked again. (Apologize for my lack of attention)
I am going to do some more digging and see if this is the answer I am needing. So far Thank you for the help. It has made a world of difference.

Since it's local and only 10 boxes I take it the NIM would be the easiest and cheapest way to go?

Since they touch on the issue of CME licenses, I'm about to offer a solution of 15 7821 phones with CME, I remember that with the 2900 series for the CUE (Unity Express) to work, it required the FL-CUE-PORT-2 license, this it's just basic functions of IVR and Call Input in IVR.
I see that in ISR4321 this has changed, I can not find the corresponding license for IVR functions in the 4000 series, someone knows something about it by licensing or similar to FL-CUE-PORT-2 in the 4000 series.
I am considering a UCS module in ISR 4321 for the CUE,

I have ISR4451 with CUCM license, FXS ports.
Can we do configuration for hotline? do we need more other parts from Cisco?

What do you want to offer CME?
or you want to use it as a voice gateway and register it to your CUCM as H323, MGCP or SIP
