Cisco Phone AnyConnect connecting to something other than ASA or IOS router

Can the cisco phone anyconnect client be configured to work with a Meraki firewall or other SSL or IPSec based vpn concentrator?  Or is it a proprietary version of SSL that only works on the ASA or on an IOS router?

It is proprietary. Asa or IOS only.
