Hi all, I need to lock the overseas call on cisco IP PHONE and to make an overseas call you need to enter the code first.

Sounds like you want to leverage FAC. Here is an oldie but goodie:

FAC provides the mechanism where you enter a code to place the call. You still need to structure your dial plan to intercept the correct digits from the correct devices. The SRND provides some good design guidance in this area.
