I added an IP phone to the system for testing. After some time I was getting no where so I removed the phone from the Cisco Unified CM Administration. I wanted to re-add the phone but it will not let me because the MAC address is still registered somewhere. Can someone direct me to where I can remove this MAC address? Thank you!

In CUCM admin go to Device > Phone. Search for phone where device name begins with SEP<mac address> (for example, SEP111122223333).

I have had this happen from time to time when deleting and attempting to re-add phones. I'm not sure how CUCM gets confused, but restarting the TFTP service always resolved the issue. Give it a try.
