Cisco Unity Connection - Leave voicemail and replay immediately to group of users

Hi All, 

I am hitting a roadblock on getting this to work. 

My objective is to be able to dial an emergency number eg 1111, have user leave a message. 

That message it then immediately replayed back to a group of 5 users by ringing their extension till they pickup

How do i achieve this with call handler? - distribution list? hunting? together with notification of devices.

The message can be distributed and it has to be manually accessed.

You need a proper emergency notification system like Singlewire's informacast, no way to do what you're asking with CUC.
