Does anyone know of a Cisco VOIP phone that supports direct fiber connection from phone to switch?

If you would check the datasheets, then you could answer this question.
Short answer: No
Why would you need a phone with a fiber port? How many bandwidth do you need to for a phone call?!

Because my campus environment is renovating many buildings and no longer installs POTS lines, fiber only. I still require phones in the building for 911 purposes. I don't want to purchase a small switch and UPS just to install 1 phone. If I could just plug the phone into the fiber coming into the building and have no other equipment "that'd be great"

There are no phones from Cisco that has a fibre connection. This would be quite easy for you to find out by looking through the data sheets for phones on cisco.com.
