Can the default CFNA behaviour on CME be changed. For example a call to phone A is CFNA to phone B. If phone B does not answer the caller hears phone B's voice mail. I would like the caller to hear the origional phones voice mail, phone A in this case.

Hi Colin,
once the call coverage becomes sophisticated, eg "I'm not there but the other person should anyway if we are not go to voice mail", it's better to setup an ephone-hunt. That will allow you define the order and the lenght the phones ring, and a final number eg. for voice mail.

Is setting the intended vmail destination via the "final" command the only way to forward to the first list member's voicemail? That has the negative effect of extending the ringing until that user's CNFA expiry kicks in. Is it possible to just forward immediately to voicemail instead of waiting?
To further clarify, is this the best way to force forward to the 1st hunt-group members vmail on no answer:

Hi, why not sending via "final" the call to a a CUE GDM instead, of which you make member who do you want.

I'd like to only direct to one phone, and I'd like to have that phone's MWI light up. I tried to do an overlay onto the primary line for the phone, with that overlaid DN set to immediately forward all to vmail, but that didn't work, b/c CUE didn't tie the extension to the primary.

This feature is now available in CUE 2.3 have a look;
Mailbox selection
This configurable option specifies the mailbox to be used in case of call forward. SIP phones are not supported.

Mailbox selection: Mailbox in which an incoming voice message is stored. The options are original called number (OCN) or the last redirected number (LRD). LRD is the default option.
For example, suppose caller A calls user B's extension, which forwards the call to user C, who does not answer the phone. The call goes to voice mail. User B's extension is the OCN and user C's extension is the LRD. If the system is configured with the OCN option, the system stores the message in user B's mailbox. If the system is configured with the LRD option, the system stores the message in user C's mailbox.
